COMMUNITY SERVICES BLOCK GRANT OFFERS:
CASE MANAGEMENT
- Provide case management, financial assistance and referral information to households, depending on their crisis criteria, to assure the household is achieving a healthy and stable family situation.
- Customer will participate in the Grow Me graph process and work with case manager to achieve a healthy and stable family environment. Consistent communication between case manager and customer is required to evaluate goals and determine progress.
- Allowable expenses could be, but not limited to: Approved Prescriptions(no controlled substance), Dental Care, Approved Auto Repairs, Pest Infestation treatment, GED Test or Course Fees, items necessary to seek, accept and maintain employment(steel toe shoes, scrubs), can not already be enrolled in the SNAP BRP program
EMERGENCY FOOD/ ESSENTIALS OR MEAL VOUCHER
- Provide assistance for basic food and sanitary supplies during times of hardship. *Items not allowed to purchase, but not limited to: tobacco, alcohol or clothing items.
- Amount of $200 spent per families of 1 to 2, $50 each additional family member annually with a maximum amount of $500 in Clark, Coles, Crawford, Douglas, Edgar, Richland and Lawrence Counties.
- Food Pantry locations in Cumberland and Jasper Counties.
- Individuals or families in need of hot meals can receive 3 hot meals per month at the ERBA senior center locations in Crawford, Jasper and Richland Counties. (Punch card provided once approved) Individuals 60 and over will be referred to the senior center.
EMERGENCY RENT / MORTGAGE
- Provides two-months maximum (not to exceed the max amount of $1,500.00) current or past due payment of rent to prevent eviction or to move into a new place once applicant approved. This program does not cover deposit amounts.
- 10% Good faith payment required.
- Applicant required to have had a financial crisis within past 30-90 days.
- Financial crisis circumstances through no fault of their own or due to domestic reasonings.
- Complete and pass financial literacy courses (Managing Your Debt or Your spending and Savings Plan)
EMERGENCY UTILITIES (WATER)
- Provides two-months maximum (not to exceed the max amount of $200.00) current or past due payment of water bill to prevent disconnection once applicant approved. This program does not cover deposit amounts.
- Applicant required to have had a financial crisis within past 30-90 days.
- Financial crisis circumstances are through no fault of their own or due to domestic reasonings.
- Complete and pass financial literacy courses (Managing Your Debt and Your spending and Savings Plan)
RURAL HEALTH/ TRANSPORTATION
- Provide gas cards to individuals who need to make multiple trips (more than 10 miles round trip) to a healthcare facility for medical treatment.
- Provide gas cards to low income individuals who may be starting school or new employment (within first 30 days) and unable to get back and forth to school or work. More than 10 miles roundtrip.
SCHOLARSHIP
- Program provides a $500 or above scholarship to qualifying students that are attending a University or Junior College in the state of Illinois during the fall semester. Funding paid directly to vendor.
- Students must be enrolled full time for the fall semester. *Most junior colleges require a minimum of 12 credit hours to be considered full time. Universities have a minimum of 15 credit hours to be considered full time.
- Students must maintain a C grade point average.

YOUTH EXTRA-CURRICULAR PROGRAMS
- Program provides assistance to income eligible families with children who wish to take part in youth programs such as camps, or extra-curricular activities that assist in improving their social or academic skills and emotional well-being. Examples are, but not limited to: sports camps, summer sport participation fees, 4-H camps, science, art, music or gymnastic camps.
- Maximum amount of $200 per child.
- Customers requesting assistance for children that are not their own, would need to show proof of guardianship.
SKILLS TRAINING EMPLOYMENT PROGRAM
- Assist individuals with training courses for employment opportunities.
- The approved courses would need to be completed before the end of the calendar year and allow the customer to obtain employment in that field.
- Once application is approved ERBA covers the expense for textbooks, tuition and exam fees.
